Bouteloua gracilis, Eyebrow Grass
My personal notes: (be aware that this are my experiences in Victoria Garden. In other places in and around Redding, this plant can behave differently) Bouteloua gracilis (Eyebrow Grass) is a native American grass. It is a clump forming grass that uses little water and can be used as a low-maintenance lawn substitute. It seems to tolerate a wide range of soils, except poorly drained, wet soils.
